Joint External Review of the Educational Programmes delivered by National Research Tomsk State University

On October 28-30, 2020 a joint external review of the educational programmes «Philology» (45.03.01, 45.04.01), «Publishing Industry» (42.03.03, 42.04.03) delivered by National Research Tomsk State University was held. The procedure was carried out remotely *.

The review was jointly conducted by the National Centre for Public Accreditation, NCPA (Russia) and the Higher Education Evaluation Centre of the Ministry of Education, HEEC (China).

A joint external review is conducted by Russia and China not for the first time. The joint evaluation involved huge preparatory work on agreement of standards and criteria. The work of the Panel was coordinated by representatives of two agencies.

During three days of work online meetings with the University administration, Heads of subdivisions responsible for programmes delivery, teachers, students, postgraduate students, graduates and employers were held.

Joint accreditation promotes the development of educational programmes and an educational institution on the whole. Programmes are given an opportunity to check quality at the international level and receive recommendations of highly qualified foreign experts. Most significantly, the results of such a review are approved by the certificates on joint accreditation of two countries.

*On March 26, 2020 the European Association for Quality Assurance in Higher Education (ENQA) published a statement on COVID-19 pandemic, where peculiarities of work of the association and accreditation agencies during the pandemic are explained. ENQA encourages its members to show flexibility in their own review processes, adapt their current activities where necessary and seek ways to support higher education institutions, who are facing an unprecedented disruption to their normal operations. Meanwhile, the association is working remotely.
